Inner Line Permit Guide: Arunachal, Nagaland & Mizoram

Three NE states need an ILP for Indian visitors — and it's far easier than most travellers think. Everything you need, in one place.

What is an ILP?

The Inner Line Permit is a simple travel document Indian citizens need to enter Arunachal Pradesh, Nagaland and Mizoram (and Sikkim's protected areas work similarly via PAP/RAP for some zones). It exists to protect indigenous communities and fragile border regions.

How to apply

All three states now issue e-ILPs online — Arunachal via the eILP portal (usually approved in 24–72 hrs), Nagaland and Mizoram through their state portals or on arrival counters at Dimapur and Lengpui. You'll need an ID proof, a passport photo and your travel dates.

Foreign nationals

Foreigners don't take an ILP — Arunachal requires a Protected Area Permit (PAP), typically arranged through a registered tour operator for a group of two or more. Nagaland and Mizoram only require registration on arrival for most nationalities.
